Default Passing scores on the written exams should be raised to 85%.

As it turns out, I didn't miss anything when I took my General, Advanced,
and Extra writtens. Missed a few on the Novice written, but I was just
starting out and I didn't have a novice theory book that was up to date.
Still, if the score to pass a written exam would have been 85%, I would
have studied a lot harder.

Studying harder makes you better.
