Default Icom 706 Internal Power Meter Usage

I recently installed a new Icom 706 MK IIg radio and when the power is
set to all the way to high (H) the Po meter reads no more than half of
the 10.0 scale. Using a dipole cut to reasonance for 10 & 20 meters,
the SWR according to the radio's meter is ~1.0. Should I expect high
power (100 watts) to give a 10.0 reading? The owners manual does not
provide this information. Thank you for your answers.
