Actually what is normal or what is part of society (or subsets like amateur radio) is decided on consensus. If the consensus of the majority is that IRLP is amateur radio then it is valid, if the consensus is that it is not then it is not valid. Over here at least anecdotally IRLP is supported by the majority of amateur radio operators. G-S VK3DMN |
