Traditionally, they'd sell back issues for a reasonable amount, and if the issue was no longer available, they'd copy a specific article for you for a fee. I have no idea what happens about the current issue, or even if they continue this very useful policy. QST is no longer available on the newsstand, but having it there was a relatively recent policy.
