You cannot control whether an antenna radiates a skywave or a groundwave. Even with controlling the takeoff angle, you will still get some radiation in other directions which means you will get some skywave propagation anyway. Due to its frequency, groundwave on CB is not a useful propagation mode. 27mhz is high enough in frequency that it does not want to follow the curvature of the earth.
