Default Kenwood TH-F7E and 9K6 Packet Radio Help please!

Hi all,
A friend of mine recently I wanted to start Packet Radio with a
Kenwood TH-F7E and TNC with 9K6.It works fine on receiving but has
trouble with transmitting. It can not get any connect although PTT
works fine and the TNC also works with another radio.
It seems there is something wrong with the outgoing signal of the
TH-F7E.Maybe the gain is too low?
Anybody experienced the same problem with that handheld from Kenwood?
Any help would be greatly appreciated!

There is a setup in the meny for 9k6 or 1k2 transmitting try that. It
set the switching speed between tx and rx.
