Gotta figure out where the .021 came from, but not now. I use simplified formula for practical life with also some antenna mismatchings & soft obstacles in-calculated: dBm = ~90dB x 1Mhz x 1km or better dBm = 100dB x 1Mhz x 1km for having better Rx SINAD since voltage on Rx antenna drops linearly with rising a frequency & distance & vice-versa.
