I'm running it on Windows 98SE and it's fine. I think the warning is due to
the need for a USB port on the PC and only Win98SE and above officially
support USB????

The 6.30 IDE (and I assume the 6.40, didn't check) requires that Internet
Exploder be installed, I don't recall if it's 5 or 5.5, but a fairly recent
version. As best I can tell, all it does with IE is splash up some readme's
about a bunch of USB drivers, but the install checks for IE and won't
install without it. Wouldn't surprise me if it also checked for SE or
later, but that I didn't verify.

I'd guess the Zilog kit, like the PICkit, uses a USB interface. No
support in Win98 1st edition as released (although I believe that one
can install an aftermarket USB support package).
