Default Legal limit from a FT-817?

Here is the project idea:

Exiter: Yaesu FT-817 set to 1w
Driver: EB63 amp kit from Communication Concepts
Driver filters: 160/80/40/20/15/10 meter filters from Comm Con.
Final amp: Ameritron AL-1500.....

The cost of the components for the driver is only $182.00 - I'd
have to add a case, bandswitch, etc.

I'm currently building the K5OOR hfpack amp but it will only
put out 35 watts which would not be enough to drive any of
the commercial amps on the market to legal limit, right?

Opinions?
