CW only or some other digital modes intended for EME ? Is the 432.000 - 432.025 MHz tuning range enough ? Which end of the link is responsible for compensating for the lunar doppler in each particular mode ? If you are only operating at a very narrow segment, a VCXO could be enough and get away with the synthesiser noise. A 12.9 MHz VCXO followed by a tripler would generate the 38,7 MHz, which could be used to mix down to 10.7 MHz IF. The required crystal pulling range for 25 kHz wide reception range would be about 650 ppm. The doppler requirement may require that you must be able to operate split, so two VCXOs would be needed.
