Now if someoe were to compare the enforcment effort now, with that

Riely is a very good guy, and all, but he is just one guy, and
enforcement isn't near what it used to be.... Paper Tiger is
exactly right, and if you guys only knew how many Monitoring Sites
are "Actually" operational, and manned, you would be very suprised.....
