For more details please email: ********* *Remit 4 Procedure at the NZART Annual General Meeting* The voting on Remit 4 does not give council a mandate re entry level licence. If passed it merely instructs Council to seek a mandate: *REMIT 4 Hastings Branch 13 Non - Transmitting* *"That Council seek a mandate from the full membership before proceeding with the implementation of an entry level licence"* What I propose to do at the AGM is as follows: 1. Have the remit discussed and voted on. 2. After the remit is voted on I will then call for a poll from all branches as to whether they want an entry level licence or not. *This should settle the matter once and for all.* By polling all branches at the AGM - and counting how many votes they record which way - the matter of an entry level licence should be settled. When discussing Remit 4 at branch meetings, could all branches please decide whether they want an entry level licence or not - and instruct their delegates accordingly. The article about an entry level licence that appeared on page 14 of the March/April 2010 Break-In is intended as a discussion document and may not necessarily be the final version should an entry level licence be wanted. Your cooperation is requested. · NZART's principal concerns are the interests of its Transmitting Members. ********* *President's Annual Report - 2009* *President's Report Part 1* (covering January-2009 to May-2009) Being a sometime Returning Officer for NZART Council and Presidential Elections I was particularly pleased at the firm and decisive action taken by the Returning Officer in relation to the Presidential and Council Elections which were required to be held in March for the positions of President and Councillors representing the Northern, Central and Southern Electoral Districts. A Returning Officer appointment can be in a lonely and vulnerable position so we must all take pride in Council's appointment of such a competent officer who in trying circumstances acquitted himself admirably. Printing irregularities occurred on this occasion and appropriate remedial action was taken at minimal expense to NZART. So my thanks to Evan Sayer and his inspired appointment of former Association President, Peter Norden, ZL2SJ and former Councillor Bob Stewart, ZL2AMI Company Director and Software Engineer Loek Strik and Dr Anton Erasmusen Research Scientist as scrutineers for this election. At the beginning of the year Council were fully conscious of planning arrangements for the 14th IARU R3 Conference subsequently and successfully held in Christchurch 12 -16 October, 2009. Other matters occupying our minds included progress of certain District Plan appeals and implications for all amateurs in relation to antennas, negotiations with Kordia and the perceived need to reduce equipment on some 9 co-location sites also required consideration. Progress on the consideration of a "Foundation" type licence, a review of the Conference A-Z Handbook and an ongoing review of our Strategic plan dealt with progressively section by section and month by month. One complex matter that had been occupying both my mind and the mind of Gerry ZL1BBS was how best to deal with AREC funding requirements. After many months the NZART AREC Emergency Funds Trust eventuated and was signed off in May, resulting in subsequent registration with the Charities Commission. Only 2 remits were submitted to Council this year and these were duly considered in anticipation of Conference. One matter that received constant attention was the need to ensure the filling of officer vacancies. In February Bob Knowles ZL1BAD was appointed to temporarily hold the position of NZART Monitoring Service Co-ordinator (IARU Region 3). As a personal note some vacancies attract a number of high calibre individuals but others are more difficult (and sometimes prove "impossible" to fill). Even if the time is not right for you to put your name forward it is invaluable to know who is out there that may be prepared to lend a hand to hard working Councillors. Do show your interest, even if you can only volunteer for part of a role. A successful F2F was held at the Wellington Airport on 28th February. Amongst a diverse range of topics Council noted the ruling made by the returning Officer to annul an election in progress and for the avoidance of doubt invoked its powers under clause 8.3 b. of the constitution by directing that the matter is to be determined in accordance with the Returning Officer's ruling. Council has continued as in recent years to have occasional problems associated with our Web presence but these have - and are - worked through progressively. There is no doubt, however, that Jamie Pye ZL2NN has greatly enhanced our web presence at (now) http://www.nzart.org.nz/. In annual reports such as this details of everyday activities tend to be overlooked but is often these everyday activities that occupy Councillors whether it be in relation to "tweaking" processes and procedures, dealing with FMTAG recommendations or looking at ways to save costs, promote membership and enhance member benefits. Additionally there is a need to consider who best to deal with matters requiring specialist input so for example in February NZART Council asked FMTAG to lead a review of the VHF-UHFSHF Beacon Band Plan. In March/April 2009 Break-In, members were invited to comment on a proposal, prepared by the NZART IARU Liaison Committee, for the revision of the 40 metre band plan. A large majority of the submissions subsequently received pointed out the importance of aligning our band plan with the recently revised band plans of other countries, such as, for example, retaining Morse exclusivity at 7.000 to 7.030 MHz and digital modes at 7.030 to 7.040 MHz. Towards the end of my term and in the 3 week lead-up to Conference I became critically ill and was admitted to the ICU in Wellington, during this period Vice-President Dr Stuart Watchman ZL2TW became acting President and ensured a smooth transition to the incoming President and Council. Though unable to attend Conference I had made sufficient recovery to be able with the assistance of Jim ZL2BHF to send from my hospital bed a vote of thanks to all Councillors and officers for their assistance to me over my 4 years as President and prior terms as Councillor I re-iterate those thanks again now. A last minute change to the conference venue resulted in a shift from the Hastings Racecourse to the Hawkes Bay Opera House in Hastings and though I was not present I understand that your acting President ably represented you on that occasion. Bruce Douglas ZL2WP *President's Report Part 2* (covering June-2009 to December-2009) As I became president in June, my report is of the second half of the year only. Prior to that Bruce Douglas ZL2WP ably filled the position, assisted by the then Vice President, Stuart Watchman ZL2TW, during Bruce's illness. One of the Central District councillors, Lee Jennings ZL2AL, resigned early in the period. The next highest polling candidate, Max Wheatley ZL2MAX, was invited to fill the vacancy that arose and he accepted the invitation. I extend thanks to Lee for the work he did while a councillor and thanks to Max for filling the vacancy. In October NZART hosted the Region 3 IARU triennial conference in Christchurch. This was a very successful event due in large part to the excellent work carried out by the Christchurch organising committee led by Terry Carrell ZL3QL. Thanks to a very generous sponsorship by Tait Electronics of the NZART hosted dinner the conference came in below budget. Reports of the conference have appeared in Break-In. Council are currently working on negotiations with Kordia regarding rental charges on their repeater sites and also towards implementing an entry level licence into amateur radio. It was very pleasing to see AREC getting a most positive mention in the New Zealand Search and Rescue Council Annual Report. AREC is one of the important public services that we offer and congratulations go to all of those who work so hard and successfully in this service. The NZART AREC Trust was established during the year to handle funding for AREC. This is working well. My grateful thanks go to our very capable Business Manager, Debby Morgan ZL2TDM, and our treasurer, Evan Sayer. We are lucky to have people of this calibre. Thanks also to all councillors, officers, and others who have given up their time and expertise to make sure our hobby thrives and prospers. Roy Symon, ZL2KH NZART President ********* *From The Business Manager ZL2TDM* Debby says.... *Branch Information* Some weeks ago I sent out a branch circular to all branch secretaries. Of the number of items included there were two very important notices that required branch attention: One was to have Branch Secretaries return the details of the branch back to me for correction/inclusion in the upcoming call book. I am rather loathe to start naming branches who have yet to respond, suffice to say I have only received 16 back so far out of a possible 76 posted out. Please send the form back either via e-mail or snail mail, or alternatively advise your branch details in any form that is easiest, but please remember to include everything asked for on the form. If there is no change then, please advise this, also. The second important notice, was your branch membership statistics. These names were given for branches to vote on remits, to be presented at the upcoming conference. In order to ensure a quorum is attained at the AGM, these figures are essential. If your branch is NOT able to be represented, please let me know your branch voting figures, and also if you require a proxy to present the vote. It is therefore important to advise how many members were actually present when the vote was taken. Finally while on the topic of branch figures...if for some reason your name does not appear on the list I have sent to the Secretary, please confirm the following: Have you paid your sub? Have you moved and not advised HQ of your new Club's details? Do I prefer to have my branch vote counted at a Club other than in my own area? Is your Branch in recess and you have not advised HQ of the branch you now attend? There are a number of members whose details are still listed under branches that have been placed in recess for over 5 years. While it not essential that you regularly attend your local branch, Constitutionally and for the sake of the NZART database, you must be assigned a branch. This does not have to be in the area you reside, however will make it difficult to place a vote should you so desire. I therefore urge all members to have a second look at your Break In label when you receive the June issue, this advises the branch to which you belong in my database. The contest was established in 1927 at the time the late Mr. Ralph Sangster presented to the radio Amateurs of NZ the trophy, known as the Sangster Shield, for annual competition to be won by the most efficient station.
