Over the past several months, the Radio Amateurs of Canada has been
investigating reports of possible exam irregularities. Industry Canada
has been asked to investigate some of these irregularities and take
action where appropriate.

Today, the Radio Amateurs of Canada announces that the volunteer
examiner qualifications of VA3MPM have been revoked. Effective
immediately, Mr. Myers will no longer be able to administer the
examination of new amateurs. The revocation was made following an
investigation by Industry Canada in conjunction with several Amateurs
in the Ottawa region. Details on any alleged irregularities will not
be released.

The club to which Mr. Myers provided examination services has
nominated a new examiner. That examiner has been interviewed by
Industry Canada and has received approval to act as a volunteer
examiner. RAC congratulates the replacement examiner for volunteering
to provide service to the Amateur community to ensure examination
services continue to remain available.

The Radio Amateurs of Canada are committed to ensuring the enforcement
of Amateur Radio related regulations Canada wide. These regulations
ensure the qualify of Amateur Operators for emergency operations,
ensure spectrum efficiency and exist to govern our service in a fair
and open manner. The over whelming majority of Amateur Operators
operate within these regulations for the benefit of all. RAC places a
priority on ensuring Amateurs and Non-Amateurs respect and abide by
these regulations. We note that several other investigations are
continuing.

Industry Canada has advised the Radio Amateurs of Canada that the Volunteer
Examiner Qualifications of VA3MPM have been re-instated. Mr. Myers was the
subject of a previous bulletin announcing his qualifications had been revo
ked.

The information regarding the revocation of the qualifications was provide
d to RAC by Alan McLean, a Spectrum Management Officer with the Amateur Rad
io Service Centre of Industry Canada.

Mr. McLean now indicates that he spoke in error yesterday regarding Mr. Mye
rs. Mr. McLean now indicates that the qualifications were suspended but th
en were re-instated a couple of weeks ago. It appears that Mr. McLean reli
ed on a database of examiners which incorrectly showed the qualifications a
s suspended. Mr. McLean further indicates that a task has been assigned in
side of Industry Canada to update the database to show the qualifications a
re no longer suspended.

Understandably, Mr. McLean does not wish to further discuss the matter publ
icly at this time.

The Radio Amateurs of Canada shares the concerns of Mr. Myers that incorrec
t information regarding his work as a volunteer examiner was provided by In
dustry Canada to not only the Radio Amateurs of Canada but also to several
members of the public.
