Default Are there any "smartphone" style 2M rigs?

We have all seen and many own smartphones for commercial cell phone
service. With Andriod, Windows and such operating systems and can run
various 3rd party apps. Was wondering if any ham radio manufacturer
has created a "smartrig" (say a 2M handheld that operates on Andriod
(or similar but open source OS), allows one to install software apps
(say a packet app, or maybe a software driven operating mode app), Or
other apps that wouldn't violate FCC regs (no downloading music for
example).
