The reason being that it is too close to the ground and you have too many neighbors. I would suggest that you use one of the online modeling programs and do some site analysis as to exposure levels for your neighbors! I don't think that you thought this out very well - else you would have put up at least another 10 meters of tower! Your beam antenna is too close to the ground and too close to nearby objects. Even if you get it to tune - which you did not do before you walked away from the job - I would predict that you are going to have high VSWR due to it being too close to the ground and too close to the house / roof and all the other houses in the neighborhood.
