The "service" provided by the Amateur Radio Service is a service provided *by* the federal government *to* the citizens who meet the amateur radio licensing requirements. There is no governmental requirement or obligation that amateur radio operators render any public service at all. Amateur radio licensees are not even required to own a radio.
