Default Ham radios don't come with kill-filters or plonk buttons.

I agree in principle; we can work out the details later. What we
obtain too cheaply we do not value highly. Keep the standards high.
Put some teeth back in ham tests. That tends to weed out those who
aren't serious. While not a panacea it would go a long way toward
cleaning up a lot of the dreck we now deal with on a daily basis.
