Default VE's should be allowed to use a cattle prod to make people take a code test.

And if they fail the code test they get zapped again.

Bringing back 'spark' will be good for ham radio.

Has it occurred to anyone else that Slow Code may
actually be a no-coder whose goal it is to make
everyone hate pro-coders? He may even be a CBer
with no ham license at all.
