Default cross-band repeaters

hey,
any reason why dual-band mobiles sometimes have cross-band repeater or
same-band repeater capability, but even the fancy top-of-the-line
IC-7000 and FT-857D don't? Is this some legal issue with HF cross-
band? seems like one could simply limit the radio to 2m and 70cm
crossband.
