Bert's comment underscores the core of many who don't give a hoot about having requirements that make sense...they only want requirements which, by their measure, constitute a "show of effort" on the part of all applicants. I assume you're referring to the regulatory stuff wrt "making sense," since you appear to discount any form of testing which serves no "regulatory purpose."
