==BRITISH AMATEURS GET ADDITIONAL 100 kHz ON 40 METERS OCTOBER 31

Starting at 0100 UTC October 31, the 40 meter band in the British
Isles will effectively double in size when radio amateurs there gain
access to 7100 to 7200 kHz. Ofcom, the UK telecommunications
regulatory authority, announced the Notice of Variation October 26.

The change, in the works since last year, is a result of actions taken
during World Radiocommunication Conference 2003, where conferees
agreed to move broadcasters out of 7100 to 7200 kHz in Regions 1 and 3
to make room for the Amateur Service. Coincidentally, the UK band
expansion, which also includes independently governed regions where
Ofcom regulates telecommunications, will occur just about halfway
through the CQ World Wide Contest (SSB) this weekend. Contesters take
note!

The Ofcom NOV makes the segment available on a secondary basis, and
amateur stations in the UK and affected regions may not cause
interference to stations operating in other radio services inside or
outside the UK.

The UK and Ofcom-administered regions join the Republic of
Ireland--which reportedly gained access October 20--as well as
Croatia, Norway and San Marino among Region 1 countries that have
authorized access to the additional spectrum on a secondary basis. The
WRC-03 change does not formally go into effect until 2009.-thanks to

For as long as I can remember there's been a "window" on 40 meters where
I've been able to work any country in EU. Starts at 7.000 and stretches
upward for 100KHz.

"Learn it... Earn it." That spectrum has always been available to all
willing to upgrade their ticket.

There are plenty of 20WPM Code-Tape Extras out there who've earned it
but don't use the mode.

Conversely, there are plenty of 5-wpm Extras who "earned" it and discovered
that CW is actually quite fun, not to mention a seriously "bitchin'" (Pardon
my French.) mode for snagging the DX that rarely, if ever, shows up on
phone.

Oops gotta run... Toly, 4L1MA just showed up on the bottom of 20. hihi

I "get it" just fine, Alun. I just don't agree with it. I'm quite aware that
you're already an Extra and passed Element 1C, however, there is plenty of
spectrum where one can "talk."

The bottom of the bands is a place to "beep" and is quite often the only
place where some pretty rare DX shows up. It's sad enough that the FCC
appears willing to acquiesce to the spirit of underachievement. I certainly
don't want to have the bottom of the bands QRM'd with phone transmissions
just because those who celebrate this underachievement want more RF real
estate to "talk."

Those who have had a phone QSO pop up on top of their CW QSO on or about
7040 late at night may understand this a little better.

If underacheivement isn't not having passed element 1C, then you must be
labelling wanting to operate phone atall as underacheivement? So you don't
like phone ops - at least we are getting down to your true colours!

Those who look at the IARU bandplans will see that a phone op on 7040 is in
the right place in many countries. Even here in region 2 phone extends down
to 7050.
