I have worked in this field for years. Most pirates broadcasting numbers are
either reading random numbers, or are just having fun with a friend. Unless
they use a very very easy key, nobody is going to actually break it. Now it
is easy to use brute force to eventually get a meaningful message out of the
numbers, but it is almost certainly not the intended message. It is like the
monkeys with a typewriter who, statistically, will eventually type out all
the works of shakespeare by accident.
