I believe it's intrastate if it stays inside the boundary of a state and "interstate" if it goes outside the boundary of a state. That's nice, Kim. I don't know of anything called the "Intrastate Highway System". If it has a red, white and blue sign with I-something, I can assure you that it isn't part of the "Intrastate".
