Many hams simply can manage to get anything reasonable in the air. And the European system of self imposed band plans doesn't work as well as you seem to think. Just listen to them during one of their European contests. They are supposed to follow the band plans but don't since the rules generally only suggest they follow the band plans rather than requiring them to do so. They are every bit as bad as the US hams.
