It looks like the work of a disgruntled PCTA Extra, such as
Bruce/WA8ULX.

That Steve would be sucked in by it's idiotic simplicity speaks
volumes.

It was an admitted fake. Discussed on the QRZ forum - which makes this
group seem tame.
