Default JSTARS "NightStar" testing comms

It is Tue, 12:05pm EDT (1605z).
E-8C JSTARS "NightStar" is in the area. He is performing tests and
is in comms with a ground station on 236.25 ("Let's go to HaveQuick.")
and 225.725 ("We have the SCDL up.").
Nightstar mentioned going to "green comms" and immediately came up
encrypted on 355.25.
