Fill the first bank with any frequency but the bank must be full.

Turn the radio off and disconnect all power internal and external. Leave it
like this for at least 24 hours to drain any residual power in the scanner.
Reconnect power while keeping the 6 key depressed and power on the radio.
Start scanning the first bank, and first bank only. When the radio is
scanning over the 6th channel press the 6 key and power off while keeping
the 6 key depressed. If you do it at the correctly it will open up the
"Federal" side of the radio. Your scanner will receive a programming tone
from a local Federal repeater station and will go into AP mode,
auto-programming. The display should be blank without power and stay blank
until all the channels have been down loaded. This can take up to 6 hours
depending upon where you live. When it is complete the display will use it's
internal residual power to show three numbers repeated twice. The numbers
displayed isn't important except any numbers will signal you were
