get a DSP add on. What is this, whats it for and how much will it cost?

There aren't any add-ons- yet. There's been much discussion on the
various boards about how APCO phase 2 systems (which use a different
form of modulation) renders the 96 (and any of the other digital
trunktrackers) unable to track. I have a feeling this is to what you're
referring.
There are *rumors* that the new BC296 et. al from Uniden will cover
phase 2 systems; and at least 1 *rumor* that the 96 *could* have a patch
to cover trunking phase 2 systems. But nothing substantial as yet.
