Here's one possible reason. If you are programming from a list such as
Police Call, it does have a tendancy to list the repeater INPUTS as well as
the outputs. You may be getting the input to the repeater possibly, even
though you have locked out the output. This is if you are not dealing with
trunking, as that may be different.....

I have a RS Pro 94 1000 channel handheld scanner. My problem is 2

just come up on another channel. Also this scanner beeps 4 or 5 beeps

it scans to next scan and i dont have delay on. is there a way to get rid
