OK, first thing you need is your latitude and longitude (approximate is
OK). Go to:

http://sd.ic.gc.ca/engdoc/main.jsp

Scroll down a couple of paragraphs to "Radio Frequency Search" and
select the "Geographical Area" search. From here you will find all the
licensed frequencies in your area. You probably need to use NFM.

Another place to look is http://www.radioreference.com
