Noisy electrical circuit?

Noisy electrical circuit?

A friend of mine heard this on his FM radio at about 88Mhz. It sounds
like a noisy electrical circuit to me, but I am no expert. Just
wondering if anyone could confirm this? Forgive the dumb question.
