Default Best bang-for-buck beginner's base scanner

Go with the Bearcat 396T for a portable.

Go with the BC796D for a Base/Mobile.

These are the top of the line Uniden scanners. They have trunking and
digital capabilities if you need them. They can scan conventional channels.
Don't settle for a cheaper scanner that doesn't trunk trac or follow digital
systems. Good luck.
