Default ID Tracker Updated - V3.9.0

An updated version of ID Tracker has been released.

- Added additional debug features.
- Resolved issues with tracking EDACS systems with BC245 and PRO-2052

Violations -- Damages.
(1) Damages to the recipient of a commercial electronic mail message
sent in violation of this chapter are five hundred dollars, or actual
damages, whichever is greater.
