Default FRS/GMRS robot transmission?

Last night at about 8 pm pst I was scanning using the "signal Stalker"
feature on my pro 97 handheld scanner and picked up what sounded like
an automated voice on several FRS channels. I wasent aware of any
automated services on FRS/GMRS. DOes anyone know what this would be? It

kept repeating, "Alpha Sierra Papa" and then the frequency.

Reno/Sparks area, Nevada.

Probably heard on channels 15-22 right?

GMRS is a license-required service that permits repeater operation.
Automated systems will sometimes give the call sign of the system. In this
case it sounds more like some sort of test beacon. "Beacon" transmissions
on GMRS are forbidden by regulations, as this violates the "not for
exclusive use" provisions of the regulations.

Actually it was channels 1,2 and 11, thats what really confuses me. I
looked it up and there are no rules agianst repeaters on FRS, so I
guess its possible someone has set up one in my area.

Actually, there are rules against repeaters on FRS. That and the fact
there are no input frequencies allotted to the frequencies you mention.
The repeater pairs are assigned in the frequencies farther down,.... 15-22
on the "bubblepacks".
