a better question is why do so basicaly to receive analog cell phone
call, which is ilegal and increasingly uselss as there are fewer and
fewer such signals to receive

Here's all you need to know about PRO-62 mods:

What you need is a BC-2500XLT that, with a simple mod, gives you
continuous coverage from 25 to 1300 Mhz. Hard to find, but I do happen
to have one in prime condition.

Why do people bother with this?

There is nothing in the blocked area worth listening to anymore.
Cellphones are digital and none of the scanners built can listen to the
conversations.
