Moderators "tend" to have agendas?

Yes, but can you rightly say that "all" of them do? Of course not.

I've seen moderated groups that do quite well staying on topic w/o a
lot of moderation interferaance. (I help moderate one actually) The
moderation policy is farily simple, we know who's posting before you
are allowed to post, then after that as long as you are not off topic
you are free to post what ever you want. I have yet to see a post that
I've had to reject and we've only had a few folks try to join that we
had to reject. (Being obviously posted by known spammers.)

The moderation policy really determines what sort of "adgendas" of the
moderators can be enforced. If the policy is "stay on topic" and "be
respectful" how can that be bad?

There is also a place for enforcing some general nice things, like
reducing excesive cross posting, not allowing "follow up to" headers to
unrelated groups and deleteing SPAM. Beyond that you start getting
into questions of opinion which I suppose "could" be seen as an adjena,
but it's all a matter of what the attitude of the moderation team is.

I'd also be a lot less concerned about a "team" of moderators than I
would be of just one guy. I've been on the receiving end of an iron
fist moderation policy on FIDO net, and the guy who tossed me off his
news group was obviously *not* interested in seeing or allowing any
differing opinons.

So moderation is not all bad, but some is.

I don't think we can throw out the baby with the bath water, just
because it can be abused.

That's like flushing the toilet and hoping the turd don't go down.
