That's ridiculous and outrageous. Many confuse encoding with encryption. The use of APCO25 in and of itself is not encryption. Police companies far and wide love this stuff because only the most expensive scanners can receive it. It also requires substantial technical prowess to figure out what's what. Someone with that kind of background isn't likely to be a threat. --Or so the theory goes. That said, I concur with the editorial. Rodney King would never have seen justice had it not been for the very quiet support of scanner enthusiasts. Police forces far and wide have nothing to fear from a citizen listening at home. I do.
