I have a RS Pro-2051, purchased on sale which can track EDACS. Is
Provoice some sort of add on encryption?

I dont think that ProVoice is technically "encryption". I think it is a
proprietary method of voice encoding/digitization. I think this has
been discussed at www.radioreference.com - check the M/A-Comm forum.
