Default WAGR 1340 Lumberton SC?

Hi, I was DX'ing on 1340 AM yesterday morning from my location in NJ,
and thru the jumble up popped an announcer saying what I'm 90%
positive was "1340 WAGR", then faded right back into the jumble.

First of all this would be some catch, but second of all, this appears
on a recent list of silent stations. Is it possible they were doing
some sort of test?
