to read birth certificates from foreign countries. So there are many
cases where a birth certificate is not required.

You will need it to get a passport.


But not to get it renewed. As long as you renew your passport on
time, you never need a birth certificate after you get your first
passport. My first passport was issued in '58, renewed in '63, and so
on.


So what! You can't get a passport to begin with without a birth
certificate.

Many government agencies will not give you a license to operate a
business without one but since you are fake it's not a problem for
you.


A passport will be considered better than a birth certificate,


It not considered better, it is another document proving where you were
born. This is a problem you have with your history.

as it is less susceptible to falsification.


You are the expert on falsification so I'll have to defer to you on that.
