This station is a special situation. It's most likely beamed toward Cuba,
and meant only for their listening. You can bet a LOT of folks in Cuba still
listen to AM radio, since it's reasonably easy to get Florida stations (when
the jammers aren't going... that is.. ergo the need to have a 100KW signal).
