I would like to have a transceiver that can communicate on the short
wave bands and is possible to be powered by battery powered
systems.
I would pay $ 500.00 and would need some manuals for the system.

There are legal requirements to be met before you can broadcast radio.
Licensing usually requires testing by an approved Radio association or
Government agency. Responsible stores usually don't sell equipment to
unlicensed operators.
