Default I need some help from hams !

out on a limb, I would respectfully suggest that you ask "thebrownie"
what his ham call is, OR if he has no call, then find out why he is
asking about -transmitting- with a ham transceiver. Unless he has a
plausible explanation, I would hate to see the fine, helpful folks here
unintentionally aiding and abetting a potential bootlegger...
