Default IBOC : HD-Radio Meeting the "Needs" of the Vast Majority of AmericanAudio Consumers

You are a Shinning Example of a Satisfied Free Over-the-Air
Audio Consumer : Who makes-up the Two-Sigma segment
of the US Population that the 'concept' of IBOC and HD Radio
was sold-on to the FCC.

Two-Sigma -aka- The Vast Majority {~95%} - With the full
understanding that some Radio Listeners will Not Be Served.
Basically the same 'criteria' that present day Analog Radio
Listeners have had to deal with : You can't hear everything
and you can't always hear what you want :

So Hear What You Can - When You Can :
Can It All . . . It's Only Radio !

Whether 'we' here as AM/MW Radio DXers like it or not :
In the long run HD-Radio will serve the American Audio
Consumer : Who is a regular Listener of Free Over-the-Air
AM & FM Radio.

HD-Radio will meet the 'needs' of the "Vast Majority" of
the American Audio Consumers : Who Choose HD-Radio.

You also point out one of HD-Radio major problems :
quality e-q-u-i-p-m-e-n-t .

The 'other' on going problem is the HD-Radio Signal Delivery.
The 1% Solution Ain't No Solution At All : with a Bump to
4% the First in a Series of Digital Power 'adjustments' over
several Years { ~ Decade} toward the Full Transition to
All Digital AM & FM HD-Radio with the end of all Analog
AM & FM Radio Broadcasting.

The FCC 'claims' that they will let the Market Place "Decide"
* The Fact-Is that the Market Place is the Radio Broadcasters
and Their Advertisers : Not the Radio {Consuming} Listeners.
* Presently Analog Radio is Paying the Bills and HD {Digital}
Radio -is- a "Cost".
* In the Future there will come a "Time" when HD {Digital}
Radio is Paying the Bills and Analog Radio -is- a "Cost".
* When That "Time" Comes : The Radio Broadcasters and
Their Advertisers will 'petition' the FCC to drop the imposed
Cost of continued Analog Radio Broadcasting and the FCC
will readily agree : Since by doing so the FCC would itself
eliminate an Administrative Function and achieve a Cost
Saving for the Government.
