Plenty of receiver buyers are disappointed to discover they need an external antenna to pick up a main HD channel, and then even if they get a solid signal on that one, the HD-2 channel drops in and out, because there’s no analog backup to switch to. Raising power levels would certainly fix that – but would introduce plenty of other unforeseen choices, like perhaps the question about buying a new transmitter and/antenna. The FCC has generally been willing to give radio operators the technology they request, after vetting it for potential interference and general efficacy. TV’s conversion to digital is going to happen next February because the government wants it to. In the case of radio – it’s laissez-faire. G17, That is why the 'logical step' from 1% of the Analog ERP is 4% not 10% and Testing for Full Technical Compliance to the FCC's Mandated FM HD-Radio Signal Mask that the FCC imposed on such transmissions. http://www.jampro.com/uploads/images...LHD/ALLHD1.jpg One Year of Operation and Monitoring of HD-2 Channels at 4% without Technical Violations or Public Complaints; followed by a step-up to 10% with One Year {Year # 2} of Operation and Monitoring of HD-2 Channels at 4% without Technical Violations or Public Complaints. During Year # 2 the Primary FM HD-Radio Signal could be stepped-up-to 4% of the Analog ERP with One Year of Operation and Monitoring of Primary FM HD-Radio Signal without Technical Violations or Public Complaints.
