I don't see how you can speak with any credibility regarding New Orleans
if you don't know about the Mississippi River Gulf Outlet. It was very
instrumental in the utter destruction of St. Bernard Parish when Katrina
passed nearby.

Dave - One Billion would have been more that plenty :
