When unemployment hits 25%, then you can call it a "depression". This is the more-or-less standard issue "end of a 2 term Presidency" recession. Clinton inherited one from Bush 1. Bush 2 inherited one from Clinton. Even Carter's 1980 numbers of 8% unemployment, 20% interest rates and 13% inflation was still a recession, not a "depression". |
