According to the Wall Street Journal, this is quite commonly done by any
incoming new Administration. No big surprise.

These are the so-called "midnight regulations" that are being placed on
temporary hold until they can be reviewed. A couple of examples would be
Bush giving mining companies the right to place mine tailings where they
could pollute the Colorado River and Bush extending the hours commercial
truck drivers can go without resting. The best friend Big Business ever had!
