And you are supposed to look at the audience straight ahead of you
occasionally as well, and especially if some of that audience is
seeing you on camera. Hussein wags his head back and forth to the same
two spots, the two teleprompter screens, he isn't looking at the
audience. Do attempt to keep up.

Not every time the get up to speak, especially at press conferences.
Hussein can't say anything off the cuff, if he did he would fall flat
on his face. He has to have a teleprompter to tell him what his is
supposed to say.
