Basicly illegals can be helped. But the funding could be subtracted from
foreign "development" aid. But also all insurers may need to pay into a
central fund for all bad risks. And certainly nobody can be exempted from
having a health insurance. It's like being exempted from the IRS. Seau pay
up anyway or else you'll be taxed even meaure.

Payroll taxes get taken out of their checks. They don't file for
refunds. They don't file for unemployment. They don't get Social Security.
